PM to police: Uphold democracy, discharge duties with professionalism

Prime Minister Sheikh Hasina on Sunday asked police personnel to discharge their duties with utmost professionalism and uphold democracy in the country apart from maintaining peace and stability.
 
“I believe every police personnel will perform his or her duties with professionalism to maintain peace and stability in the country and uphold democracy through pro-people policing,” she said.
 
Sheikh Hasina said this while inaugurating Police Week 2022, from January 23 to 27, with the theme “Skilled Police, Prosperous Country, Bangabandhu’s Bangladesh”.
 
The program was held at Rajarbagh Police Lines in the capital while the prime minister joined it virtually from Ganabhaban.
 
Sheikh Hasina said the long 24 years of struggle of Father of the Nation Bangabandhu Sheikh Mujibur Rahman and the victory in the Liberation War in 1971 has brought this independence for the country. “You’ve to protect the country’s independence from all kinds of blows as it came in lieu of your predecessors’ blood,” she said.
 
On behalf of the prime minister, Home Minister Asaduzzaman Khan inspected the parade and took the salute. He also distributed Bangladesh Police Medal (BPM) and President Police Medal (PPM) awards among the winners on behalf of the prime minister.
 
This year, as per the Public Security Division’s Police Wing-2 of the Ministry of Home Affairs’ notification, Bangladesh Police Medal (BPM) and President Police Medal (PPM) awards were given for outstanding work in 2020 and 2021. Around 115 police officials got awards for each year.
 
Fifteen of them will receive the BPM gallantry and 25 the PPM gallantry awards for their courageous and heroic activities in 2020.
 
Besides, 25 will get the BPM Service and 50 the PPM Service awards for their outstanding performances in unearthing mysteries of important cases and curbing crimes and for commendable contributions with skills, piety, integrity and disciplinary behaviour.
 
In 2021, another 115 members of the police and RAB for the prestigious BPMs and PPMs for their outstanding performances in 2021.
 
Of the awardees, 15 will receive the BPM gallantry, 25 the PPM gallantry, 25 the BPM Service and 50 the PPM Service awards.
 
The last police week was held in 2019. The Police Week did not take place in the past two years due to Covid-19 pandemic. So, medals for both the years were given together.

Sheikh Hasina said the government is providing all the required modern facilities and transports like helicopters alongside modern training to render quick services to people.

Describing various measures taken by the Awami League government for the overall development, she said they have raised facilities regarding housing, ration, healthcare, while providing training and supplying necessary vehicles and other equipment. 

Returning to power in 2009, she said, the government has created 82,583 new posts in the police force alongside forming special police units like tourist police, industrial police and the Police Bureau of Investigation.

The prime minister said the government has also established Rangpur and Mymensingh ranges, one armed police battalion at airport and two armed police battalions in Cox’s Bazar, three battalions of RAB, 30-inservice training centres, 62 police stations, 95 investigation centres, one police outpost and 999-unit after forming government in 2009.

She said the Awami League government has reintroduced a rank badge for the Inspector General of Police (IGP) and created two posts for grade-1 and 11 for grade-2, 52 DIG, 159 additional DIG, 402 police superintendent and 800 for additional police superintendents. 

She said the government has promoted 215 additional police superintendents to police superintendents, 253 senior assistant police superintendents to additional SPs and made the posts of sub-inspectors and sergeants to second grade from third grade while the posts of inspectors were made first class from second class. 

The prime minister thanked police personnel for their successes in controlling the BNP-Jamaat-sponsored violence, sabotage and arson attacks to kill innocent people and destroy the state property, recalling deaths of police personnel in the attacks. 

She said the police force responded quickly to the people’s calls through 999 service that created confidence and belief in the police force as they are working accordingly.

Referring to the influx of Myanmar nationals into Bangladesh, she said the Bangladesh Police is playing a praiseworthy role in providing shelters and security to the huge number of displaced Myanmar citizens.

The prime minister reiterated her commitment to transform Bangladesh into a developed and prosperous country as envisioned by Father of the Nation Bangabandhu Sheikh Mujibur Rahman maintaining the status of a developing nation, calling upon the police to continue their efforts to materialize “Vision 2041”.

Investigation: Hasina’s ‘Shoot Directly’ Order and Its Deadly Consequences

On the morning of July 27, 2024, Sheikh Hasina stood silently at the podium of the National Institute of Traumatology and Orthopedic Rehabilitation (NITOR), commonly known as Pongu Hospital, in Dhaka.

For nearly 14 seconds during her eight-minute emotional speech, the former prime minister remained silent. A visible pain marked her face, reflecting the weight of the bloodshed that had occurred since July 16, when police forces fatally shot Abu Sayed in Rangpur with lethal weapons. That day, five more lives were lost amidst violence in Dhaka and Chattogram.

By the time Hasina addressed the crowd at NITOR, the death toll across the last two weeks had reached at least 162, many of whom had been shot with military-grade weapons by state security forces, according to The Daily Star’s investigations.

“I seek justice from my fellow citizens. What crimes have I committed to deserve this?” 77-year-old Hasina asked after visiting some of the injured at the hospital.

“I don’t want any mothers to lose their children like this. I’ve lost my parents; I know the pain… So many lives have been lost, so many families shattered. Who is responsible for all this?…” she began, but then, overcome with emotion, she left the stage in tears, unable to finish her words.

This heartfelt public address sharply contrasts with what was happening behind the scenes. An investigation by The Daily Star reveals that a state-sponsored machinery for mass violence had already been put into motion.

Just nine days earlier, on the evening of July 18, 2024, a phone rang inside the ousted prime minister’s residence, Gonobhaban, and Sheikh Hasina answered. On the line was Sheikh Fazle Noor Taposh, then the mayor of Dhaka South City. What followed was a startling disclosure of a lethal plan.

“We are now doing things differently. We are capturing photos with drones, and sending helicopters to several places,” Hasina told Taposh.

“Wherever they [the state forces] see gatherings, from the sky… I am getting it done from above, already started in several areas… already underway,” she said, while Taposh repeatedly pressed for launching a large-scale arrest campaign.

July Uprising: Anisul and Salman Jail Sentences in Omar Murder Case

A Dhaka court today ordered the imprisonment of former law minister Anisul Huq and former adviser to Sheikh Hasina, Salman F Rahman, in connection with the murder of Sajedur Rahman Omar during the July mass uprising.

Dhaka Metropolitan Magistrate Mehedi Hasan issued the arrest order after police produced them before the court following their two-day remand in the case. The court was requested to keep them in custody until the investigation is complete.

Previously, on July 23, Dhaka Metropolitan Magistrate Mahbub Alam had granted a two-day remand for both Anisul and Salman in connection with the case.

According to case documents, Sajedur Rahman Omar participated in a rally against discrimination near Kajla Bridge in Jatrabari on July 21 of last year. He was shot in the head during the event and succumbed to his injuries the following day.

A case was filed at Jatrabari Police Station on January 3 this year, naming 79 individuals, including Sheikh Hasina.

Anisul Huq and Salman F Rahman were arrested in the Sadarghat area of the capital on August 13, 2024, as they attempted to flee via waterways.

Hasnat demands Health Adviser’s resignation

Hasnat Abdullah, the chief coordinator for the southern region of the National Citizens’ Party (NCP), has called for the resignation of Health Adviser Noorjahan Begum, accusing her of nepotism linked to Chief Adviser Professor Dr. Muhammad Yunus.

Speaking at a rally in Chandpur town on Wednesday, July 23, Hasnat characterized the Health Adviser as a prime example of favoritism within the interim government. He demanded that she return her salary and government benefits and step down immediately, asserting that she lacks the necessary qualifications and effectiveness for her position.

Addressing recent aviation and infrastructure accidents, Hasnat emphasized, “We do not want a Bangladesh where planes crash and buildings collapse.”

He also expressed concerns regarding the safety of military personnel, urging thorough inspections of military equipment. “Our brothers in the Air Force must be protected. It is time to verify if the equipment they use is safe,” he stated.

Further criticizing the Health Adviser, Hasnat questioned her competence and alleged her appointment was solely due to her connections with Dr. Yunus through Grameen Bank.

“She has no understanding of healthcare or medical services. Her only qualification is her association with Yunus. Her salary and vehicle—funded by taxpayers—are a betrayal to the public,” he concluded.
